Completion of environmental protection acceptance opinions

According to the requirements of the "Regulations on the Environmental Protection Management of Construction Projects" and the "Interim Measures for the Environmental Protection Acceptance of Construction Projects", on October 19, 2018, Shandong Huayang Dier Chemical Co., Ltd. (see attachment for name changes) organized a meeting in Tai'an City Environmental protection acceptance meeting for the completion of the acid water recovery and transformation project. The acceptance work group is composed of the construction unit-Shandong Huayang Deere Chemical Co., Ltd., the acceptance monitoring unit and the acceptance monitoring report preparation unit-the Environmental Monitoring Center of Tai'an Environmental Protection Science Research Institute and 3 technical experts (list attached). Yang County Environmental Protection Bureau participated in the meeting. The acceptance team listened to the report on the implementation of the environmental protection of the project and the environmental protection acceptance monitoring of the completed project, inspected the site, and verified the relevant information. After serious discussion, the acceptance opinions are as follows:

1. The basic situation of project construction

The acidic water recovery and transformation project of Shandong Huayang Deer Chemical Co., Ltd. is located in the existing plant area of ​​Huayang Deer Chemical Co., Ltd. It mainly constructs 135,000 tons of nitric acid production equipment (Ciyao Town plant), nitric acid recovery equipment and desalinated water recovery equipment. 1207 tons of nitric acid per year and 100,584 tons of desalinated water recovered per year. The actual area is 66,700 square meters, and the actual total investment is 8.96 million yuan, all of which are environmental protection investments. Since the nitric acid production unit in the Ningyang town plant area has ceased production, no acceptance inspection will be carried out. The content of this acceptance is the 1.35 million tons of nitric acid production unit (Ciyao town plant area) nitric acid recovery unit and desalinated water recovery unit.

The project completed the EIA report form in March 2007, and was approved by the Ningyang County Environmental Protection Bureau in April 2008. On-site acceptance monitoring was carried out in May 2018.

During the acceptance and monitoring period, the company's normal production and environmental protection facilities are operating normally.

2. Project changes

The nitric acid production unit in the Ningyang town plant area has been shut down and no longer undergoing acceptance inspection. According to the investigation and verification by the experience monitoring unit, there is no major change in the project construction.

3. Construction of environmental protection facilities

1. Wastewater:

Project wastewater includes acid wastewater and resin regeneration wastewater. After the acidic wastewater is exchanged with a special positive resin for nitric acid, it reaches the quality standard of desalinated water. It is added to the top of the absorption tower as process water, and the excess water is added to the circulating pool as circulating water. Resin regeneration wastewater is neutralized with circulating water and discharged into Ciyao Town Sewage Treatment Plant through the sewage pipe network for advanced treatment. The drainage volume is about 336m3/d.

2. Exhaust gas:

The project produces no waste gas.

3. Noise

The noise generated by the project is mainly the noise generated during the operation of mechanical equipment such as circulating water pumps and air compressors. Measures such as vibration reduction, sound insulation, and distance reduction for mechanical equipment.

4. Solid waste

The solid waste of the project is mainly waste ion exchange resin. The waste ion exchange resin is regenerated and reused with lye for a period of 8-10 years. The waste resin is entrusted to Laiwu Dezheng Environmental Protection Technology Co., Ltd. for disposal.

4. Debugging effects of environmental protection facilities

1. Wastewater

The pH range of the total sewage outlet of the project is 7.42～7.91, and the maximum daily average values ​​of COD, ammonia nitrogen, SS, total nitrogen, total phosphorus, and petroleum are 38mg/L, 0.438mg/L, 4mg/L, 52.4mg/L, 0.15mg/L, 0.09mg/L, all pollutants meet the indirect discharge standard in Table 2 of the Pollutant Discharge Standard for Nitric Acid Industry (GB26131-2010) and the influent water quality requirements of Ciyao Town Sewage Treatment Plant.

According to the online monitoring data provided by the company from May 25 to May 30, the average flow rate is 17m3/h, the COD concentration range is 20.1mg/L～63.1mg/L, the average concentration is 37.5mg/L; the ammonia nitrogen concentration range is 0.052mg/L～1.98mg/L, the average concentration is 0.45mg/L. After comparing with the online data, the COD and ammonia nitrogen in the wastewater during the acceptance monitoring period are basically consistent with the online monitoring data.

2. Exhaust gas

The project produces no waste gas.

3. Noise

After monitoring, the daytime noise around the factory boundary is 58.3-64.6 dB(A), and the night noise is 52.0 – 53.6 dB(A). It meets the Class 3 standard in the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348-2008).

4. Solid waste

The solid waste of the project is mainly waste ion exchange resin. The waste ion exchange resin is regenerated and reused with lye for a period of 8-10 years. The waste resin is entrusted to Laiwu Dezheng Environmental Protection Technology Co., Ltd. for disposal.

Five, acceptance conclusion

The environmental protection procedures of the project are complete, and environmental protection facilities can be constructed in accordance with the requirements of the environmental assessment and approval documents during the implementation process, and the pollutants can be discharged in compliance with the environmental protection acceptance conditions for the completion of the construction project, and the acceptance is qualified.

Six, follow-up requirements

1. Modify the relevant content of the acceptance monitoring report according to the opinions of the acceptance team;

2. Within 5 days of passing the acceptance, in accordance with the "Interim Measures for the Environmental Protection Acceptance of Construction Project Completion", it shall be disclosed to the public through the website or other methods that are easy for the public to know, and the project completion acceptance materials shall be submitted to the environmental protection department;

3. Develop and implement a self-monitoring plan, entrust qualified units to carry out monitoring work for projects that do not have self-monitoring capabilities, and disclose environmental information in accordance with the requirements of the "Environmental Information Disclosure Management Measures for Enterprises and Institutions";

4. Strengthen the operation and management of pollution facilities to ensure the stable discharge of pollutants. Actively cooperate and accept the daily supervision and management of the environmental protection department. In case of overhaul or suspension of environmental protection facilities, it is necessary to report to the local environmental protection department in time and record truthfully for future reference.
